  1. WHAT DO WE GET FROM EDGEMNOT CIVIC ASSOCIATION?
  • Private Security Patrol Services – Southampton Boulevard Oaks Patrol – 713-825-5555
    • On Call – 24, 7, 365
    • Staffed exclusively by off-duty Houston Police Department officers qualified to respond to most emergencies except fire and major medical.
    • Many neighbors designate the Patrol as their first responder.
    • Edgemont pays Patrol support costs on behalf of its active members, who do not need to pay the Patrol individually.
  • Private Trash, Recycling & Heavy Trash Services GFL Environmental– 281-368-8397
    • Collection Days
      • Trash – every Tuesday and Friday, except holidays
      • Recycling – every Friday, except holidays. One recycling bin is provided for each household free of charge.  More bins are available; see Recycling for details.
    • Heavy trash – every Friday. Construction materials are not collected.
    • Time – put out for collection the morning of pickup day, or after 6:00 the night before.
    • Location – curbside or in the alley depending on your location.
  • Esplanade Lawn and Shrub Care
    • Regular esplanade watering and sprinkler system maintenance
    • Weekly esplanade lawn service and periodic turf maintenance
  • Esplanade Tree Care – Caring for the beautiful trees that provide the canopy above our streets is a responsibility shared by the Association and each homeowner.
    • The Association schedules and pays for the professional services rendered to maintain trees in the esplanades of the 1600 and 1700 blocks of North and South Boulevards:
      • Annual deep feeding – fertilizing
      • Bi-annual trimming
    • Individual homeowners are responsible for the care and expense of maintaining the Street Trees on their property.
      • Street Trees refers to the trees in the City of Houston rights-of-way between streets and sidewalks. The City of Houston has authority over “Street Trees” but the City does not take responsibility for their care.

  • BOCA Membership – Edgemont buys basic memberships in Boulevard Oaks Civic Association (BOCA) for all active members. We encourage members to pay to upgrade individual BOCA membership levels.

 

  1. WHAT IS EDGEMONT CIVIC ASSOCIATION, AND WHAT ARE ITS ANNUAL INVOICES?
  • Edgemont Civic Association is the Homeowners Association (HOA) for “active members” (those who own the 54 properties subject to deed restrictions enforced by Edgemont).
  • Active members are invoiced annually each September for their assessments for their upcoming Fiscal Year (October 1 – September 30).
  • Annual assessments are subject to change as approved by vote of the active members.
  • Edgemont also provides private trash, recycling and heavy trash services, and (where applicable) esplanade lawn, shrub and tree care services, to owners of various other contiguous properties east of Woodhead Street, who are “associate members”.
  • Associate members are invoiced annually each June for reimbursement of a portion of Edgemont’s costs annual costs for their upcoming Fiscal Year (July 1 – June 30).
  • Amounts billed to associate members vary based on location (including whether they face an esplanade) and are subject to change as approved by the Edgemont Board.

  1. WHAT IS THE “PATROL” AND HOW IS IT RELATED TO EDGEMONT CIVIC ASSOCIATION?
  • The Southampton Boulevard Oaks Patrol Service is a separate private non-profit entity that engages off-duty City of Houston Police Officers to provide enhanced security services to residents in BOCA and the adjoining Southampton neighborhood immediately south and west of BOCA.   1. WHAT IS “BOCA” AND HOW IS IT RELATED TO EDGEMONT?
  • Boulevard Oaks Civic Association – “BOCA” is a separate non-profit entity that was founded in 1980 to provide an effective umbrella organization for an original group of 16 small subdivisions that were separately and contiguously developed in our area over a 20-year period before World War II. Today BOCA includes 22 contiguous subdivisions with more than 1400 households.  Its mission includes working on big-picture items that tend to impact all 22 subdivisions.  For more information, visit https://boulevardoaks.com

  • Boulevard Oaks Ladies Club (“BOLC”) Yet another venerable, separate resource and contributor to our neighborhood, the BOLC puts on three coffees – Spring, Fall and Holiday Season that are hosted in various neighborhood homes.   1. WHAT IS THE “BOULEVARD OAKS HISTORIC DISTRICT”?
  • The Boulevard Oaks Historic District is one of 20 Historic Districts in Houston. The great majority of Edgemont’s “active members” own homes that are “contributing structures” within the Historic District and must obtain a “Certificate of Appropriateness” (“CoA”) before making exterior changes to their homes.   • The CoA process is separate from Edgemont’s deed restriction requirements.

      KEY DEED RESTRICTION PROVISIONS – Where to look for details:

  • Garage/Estate Sales One such sale is allowed per calendar year, selling only items owned by the residents’ family, and following the Deed Restriction guidelines – Section (6)(C)
  • Quarters/Garage Apartments – These may be occupied only by persons working or engaged on the premises, or by one or more members of the family occupying the principal residence on that Homesite, or their relatives, or by a temporary guest as long as no rent or lease payments are assessed – Section (6)(D)
  • Lawn care noise – No “mechanical” noise is permitted before 8:00 a.m. and after 5:00 p.m., and no“mechanical” noise is permitted on Sunday & Holidays – Section (8)
  • Signs – Signs such as realty (for sale, for rent, sale pending), construction, remodeling, repairs, landscaping, etc. are not permitted. Political signage is permissible only to the extent required by law to be allowed – Section (9)  
  • Yard Items – Except as specifically permitted, yard items such as sculptures, swings, sports goals, play forts, etc. are not allowed in front of the house or where visible from the street. Section (10)
  • Vehicles – Except as specifically permitted, vehicles, trailers, mobile homes, boats, or other such equipment may not be parked on the property or any street adjacent to the property Section (12)
  • Construction/Remodeling –Details of the Architectural Review Standards are in Section (15) of the Deed Restrictions.
  • We strongly suggest that you contact the Association’s Architectural Advisory Committee volunteer-Chair (see ”Contacts” below) before commencing any exterior projects or filing with the City of Houston Archaeological and Historical Commission. By doing so you will receivevaluable information to share with your team (architects, designers, contractors, foremen, tradesmen, drivers) while planning and executing your project in accordance with the Deed Restrictions. 
    • Building and Construction Restrictions no “mechanical” noise before 7:00 a.m. and after 6:00 p.m., and none on Sunday & Holidays Section (16)
    • Paving, Walkways and Driveways, Sidewalks Section (13) of the Deed Restrictions
    • Tree and Esplanade Protection – see details in Section (14) of the Deed Restrictions
  • To reduce the risks of damaging to the trees and esplanades during construction and remodeling, the installation of brightly colored net-barrier(s) along the esplanade across from the affected home is strongly suggested. The barrier’s posts should be positioned adjacent to the inside of the curb to avoid damaging the underground irrigation pipes.  The homeowner is responsible for expenses related to these precautions and damage,
